Nolan, who was described by authorities as the ‘rear passenger,’ lost his balance and fell into the roadway where he was hit by the truck. The front passenger managed to land on the sidewalk, but Nolan was not so lucky. The semi-truck driver stopped immediately and attempted to assist the two men. Emergency responders also tried to perform life-saving measures, but Nolan was pronounced dead at the scene.

If passed, this measure would make Houston the first major U.S. city to implement an e-scooter ban.
