Focus on Innovation, Ethics, and Accountability in Engineering
The State Public Works Department (PWD) of Arunachal Pradesh recently hosted a two-day Capacity Building Training Programme for engineers. The event was inaugurated by Lt. General KT Parnaik (Retd.), the Governor of the state, in Itanagar. This initiative aimed to enhance the technical skills and ethical standards of engineers involved in infrastructure development.
Engineers as Key Drivers of Development
In his address, the Governor highlighted the crucial role engineers play in shaping the state’s infrastructure and future. He emphasized that they are the backbone of the developmental story of the state, transforming policies into tangible progress. The Governor also highlighted the need for engineers to use the latest expertise and technological tools. This includes software applications, green technologies, energy efficiency, and climate-resilient infrastructure. He encouraged the integration of modern tools such as Artificial Intelligence (AI), GIS mapping, and smart monitoring systems into project planning and execution.
Digital Transformation in Infrastructure
With the infrastructure sector undergoing rapid digital transformation, the Governor noted that these technologies are now essential for improving efficiency, accuracy, and transparency. AI can optimize design and resource allocation, while GIS mapping allows for better spatial planning and real-time tracking. Smart monitoring tools ensure timely progress, quality control, and accountability.

The Governor underscored the importance of financial prudence in all developmental works, reflecting the state government’s firm stance against malpractices. He voiced concerns over the quality of infrastructure in the state, particularly highlighting the problematic practice of subletting project works. While this may offer short-term economic benefits, it has compromised quality, accountability, and public trust. The Governor suggested reviewing and reforming this culture by ensuring contracts are executed by qualified individuals who can deliver with integrity and excellence.

The two-day training programme, jointly organized by the Vigilance and Training Wing of the PWD and the Indian Building Congress, Arunachal Pradesh Centre, aimed to equip PWD engineers with the latest knowledge and practices in engineering, planning, execution, and ethical governance. It attracted engineers from across the state and included expert lectures, case studies, and interactive sessions.
