For many years, the City of Kigali has been focusing on improving its infrastructure to support the city’s growing population. This effort includes constructing 2×2-lane boulevards and resurfacing new roads, aiming to distribute traffic more evenly across the city and improve access to various neighborhoods. Alongside these developments, sidewalks have been systematically built along road infrastructures, with a strong emphasis on pedestrian crossings. These initiatives have proven effective in terms of public spending efficiency, offering economic and social benefits.

Economically, improved mobility allows residents to move around more easily, increasing property values for homeowners and facilitating better interactions among economic agents within the city. Socially, walking in public spaces is now seen as a legitimate and encouraged activity. As Kigali continues to expand, the city is setting ambitious goals, such as developing 100 kilometers of neighborhood roads by 2029. Additionally, there is growing interest in making Kigali a cycling city, especially with the upcoming World Cycling Championships.

However, despite these advancements, the rapid increase in the number of vehicles presents a significant challenge: congestion at intersections. This issue is not unique to Kigali but is a common problem faced by cities experiencing urban growth. Addressing this requires a multi-faceted approach that includes implementing best practices in traffic management, establishing clear rules, and developing responses to congested areas.

Understanding Priority at Intersections

At intersections with traffic lights or police officers, the rules are straightforward. But what happens when there are no traffic lights or officers present? Many drivers are unclear about who has the right of way. According to the 2002 Presidential Decree Regulating General Traffic Police and Road Traffic, drivers must yield to vehicles coming from their right at intersections between two paved roads. Additionally, at roundabouts, drivers must give way to vehicles already in the roundabout. These rules are designed to prevent accidents and improve traffic flow, yet they are often ignored in Kigali.

This lack of adherence is particularly problematic at roundabouts, which can handle up to 3,000 vehicles per hour if properly designed and if the “priority to the left” rule is implemented. Improving road markings could also help make intersections with ‘give way’ or ‘stop’ signs more efficient. Often, vehicles do not stop correctly, with some driving over unmarked stop lines, which disrupts the flow of traffic in priority lanes.

Enhancing Traffic Management Systems

Some junctions experience enough traffic to justify the installation of traffic lights, but these tools are underused in Kigali. The programming of traffic lights is often suboptimal, leading the Traffic Police to turn them off. However, well-managed traffic lights can increase the capacity of intersections by up to 4,500 vehicles per hour, as demonstrated recently at Gishushu with the introduction of pre-selection lanes.

At busy junctions, traffic lights can be used to prioritize pedestrians and public transport. Intelligent traffic light systems can create windows of opportunity for buses to pass through with minimal disruption to other traffic. Implementing such systems, combined with dedicated approach lanes (often called “queue jumpers”), would make public transport more competitive with motorbike taxis and help ease traffic congestion.

Future Directions for Kigali

As Kigali continues to grow, it is essential to invest in sustainable and efficient transportation solutions. This includes not only improving road infrastructure but also enhancing traffic management systems. By adopting best practices and leveraging technology, the city can ensure smoother traffic flow, reduce congestion, and provide better mobility options for its residents. The future of Kigali’s transportation system will depend on a combination of strategic planning, community engagement, and innovative solutions.
